Francisco Galindo Vélez, San Salvador, 1955, studied at New York University, the Institut de Hautes Études Internationales (Geneva), the Fletcher School of Law and Diplomacy (Boston), and the Centre d’Études Diplomatiques et Stratégiques (Paris). He worked for the UN Center for Human Rights; the UN High Commissioner for Refugees as Representative in Algeria, Colombia, Tajikistan, and France; and was Salvadoran Ambassador to France and Colombia.
