Born in the United States to Canadian parents, Donald A. Bailey pursued his studies at the Universities of Saskatchewan, Oxford and Minnesota, obtaining his Ph.D. in 1973. Professor of History at the University of Winnipeg (Canada) from 1969 to 2005, his research and articles have concerned the history of France under Henry IV and Louis XIII, the cultural rights (language, religion, land) of French Canadians, the political thought of Locke and Rousseau, and diverse theological questions.
